An options menu option "Automatically stop growth when city is on a happiness limit" will be really nice. It's easy to implement (it should work just like a "Stop growth" button in a city governor tab) and it will remove a lot of micromanagement. Or maybe that button in city governor tab should have 3 states - off, stop growth, stop growth if city happiness<=unhapinnes.

Marking certain river sections to be "navigatible." A tile is like 200miles+ wide. A river that are several miles wide should allow certain naval units to pass through.

1) A stack with non-combat units should be able to attack. It's very annoying when you have a scout or an explorer in a stack in multiplayer game and Civ4 autoselects an explorer in a stack (despite that i selected units in groups without that explorer) and so i can't start an attack at the very start of the next turn.
2) There should be a vote to change timer one point up or down in multiplayer (with say 80% votes required to pass a change). Say, in later era starts in first 20 or so turns it's good to have a medium timer, but 100 turns in the game even fast timer may be too slow (more than one minute just to move units).Knowledge is Power

I'm amazed they haven't already done the second. It's just such an easy alternative to playing with how the turn times depend on turns played for each of the speeds, whilst keeping an eye on the different settings in terms of player numbers etc.

Just a thought, i'm not sure if this is possible, but I thought that adding Sattelites to the list of units might be an idea (is this mentioned already?). They wouldn't be able to attack, but would be able to move freely over land and water, providing reconnaissance. Stealth ability might be useful too. In addition, they would probably have a lot of move points.
If it's not possible to make a unit that can move freely over any, even impassable, terrain, then you could make it an air unit with a really big range.
I also dislike how choppers work. Helicopters should be able to move over water! If they can move indefinitely over land, then they should be able to at least land on a carrier. After all, lots of ships, even destroyers use helicopters.
Also, I thought that the bombard in Civ3 was quite welcome. I think that ships in particularneed to be able to hit things from afar. Especially carriers, which have their planes, but only about 3 of them.
Carriers carry a lot of planes! Nimitz-class carry about 100! I understand one fighter represents a group, but still, that would mean they should hold at least ten. I go for space race victory, but when I fight a war I like to use airpower, and I hate the fact that my carriers don't carry enough.
Furthermore, and again relating to aircraft, the 'Paradrop' range should be much further, and if possible, made expandable by prescence of a transport plane. I personally know that a magic thing called in-flight refueling exists, and also that a more magical thing called really good long-range airplanes exists. Please factor these in! I really loathe 9-turn troop movements.

As for canals, that's not a bad idea. They could come before railroads, seeing as in real life they DID come before railroads. Perhaps in some future Civ incarnation, Civs could each have their own civ specific wonder to build (like a UU, but a wonder).
Ex.:
Greece - Parthenon
Mayans- Chichen Itza
Egypt - Valley of the Kings
Babylon - Ishtar Gate
Rome - the Colosseum
China - the Temple of Heaven (Is that what it's called? It was a wonder in AoE.)

222 An 'air power' map would be nice in order to summarise your own air defence capabilities, and the known air defence capabilities of an enemy Civ. A hot/cold overlay would show me which of my strategic resources or cities is most vulnerable to an air attack.
223 Stacks, and large numbers of similar units (e.g. Fighters and SAM Infantry performing interception duties) in a city could be grouped together so that it's easier to see other units in the city. When you click on the stack or squadron badge it shows a second scrollable bar containing those units, allowing you to perform actions with one or more units of that group.
224 In reference to 223, these stacks or groups should be themselves nameable. In multiplayer games, these name tags should not be visible to other players except if a Spy has infilitrated that location.
225 Again in reference to 223, if certain groups are designed for a particular mission then it makes sense to be able to designate a location as an objective, assign them to that objective, and have this location pulse or flash as a reminder when they are selected.
226 Enemy spies and submarines can currently be 'seen' by the military advisor, so long as the Fog of War covering them has been revealed, even when they are supposed to be invisible. There's not much you can do about the spies except perhaps tighten your security around strategic resources, but you can toast the submarines if you have a destroyer or submarine in the area.O'Neill: I'm telling you Teal'c, if we don't find a way out of this soon, I'm gonna lose it.
