It does make me wish there was a method to nuke multiple targets at the same time in the game - for the visual effect if anything. Or even a way to have ICBMs set with a target ready to go if you call for all of them to launch or something.
One thing I did learn is that if another CIV has a unit in the city you are trying to nuke and you are not at war with that civ it won't let you fire it off. You have to declare war with the civ that has the unit in the 'blast radius' or the ICBM won't launch. You don't have to have LOS on the target to nuke a city but you have to be at war with that CIV and if you can't nuke a city of a civ you are at war with more then likely a unit from a civ you are at peace with is either in the city or within the radius of the city. Basically I had to declare war with the Chinese who had a Settler unit in the city of Delhi when I sent a spy to figure out why I could not nuke it but could other Indian cities.
The bears couldn't even attack him there as they only have a 1 movement.
