We have had it effectively confirmed that borders can either be closed or open. If closed, nothing gets through. If open, the everything gets through. Personally, though, I think a middle road needs to exist-one where borders can be in a 'normal' state-between open and closed. In such a state NORMAL units can't pass over the borders, but certain special units (spies and missionaries, for instance) can.
If 'special' doesn't include settlers, I'm all for it.

In my own 'world-view', the thing which would define 'special' for the purposes of borders would be (a) invisible units and/or (b) units with a flag saying 'ignore normal borders'. Either way, I would not see any reason for workers or settlers to have either the flag or be invsible.
The way I see it, having open borders might allow settlers and other units into your territory, but it gives a nice big boost to international trade. By the same token, if you suspect another civ is conducting 'covert warfare' against you-using invisible or properly flagged units-then you should be able to shut your borders-thus sealing it against all comers, but at the cost of your reputation with that civ AND a big hit to any trade which you might currently be enjoying.
However, between these two states should exist the normal border, where both trade is normal and almost all foreign units are kept from your nation under threat of war.

I'm more then a little scared by the fact that most of the media won't get pre-ship date versions of the game to review. The vast majority of the game review sites will only get their reviews after the game has already shipped. That is a very bad sign and a break with industry standards. could it be they are attempting to delay the inevitable?

Option 1. I enjoyed Civ3 enormously (never really understood my everybody keeps hacking on it), but this seems to really take Civ to a kind of next level I am really looking foward to experiencing.

Oh, excuse me, I didn't know that Civ was supposed to be a farce. I thought it was supposed to be serious gaming. I guess the cartoonish artwork and simplistic gamplay make sense if you view Civ as more or less equivalent to a SNL skit.
