      I mean relatively. Cities like Rome and Athens and Babylon and Pataliputra and Peking and Tenochtitlan were always considered big - not so for whatever the settlement that became Murmansk was.

        When I think "mountain" in Civilization, I think of an area that is both high and rocky/rugged. There's nothing in Civilization games (thus far) that models a plateau. Previous versions of Civilization didn't make a distinction between altitude and hills/mountains. SMAC did, but I'm not convinced that would add anything useful to the game, at least not enough so that it's worth the added complication.
