Should/will players be allowed to build cities on mountain hexes?

    A mountain in Civ represents a vast amount of territory with mountains being the predominating terrain feature. Where did you get the idea that a mountain tile was one big square mountain, or that a hills tile was one big hill?

    I'm happy for there to be cities of a fixed size on mountain and desert tiles but I agree with suggestions about making the food income negative and/or preventing construction of the features like aqueducts that allow expansion beyond a small size in the preindustrial era.

    Once industry exists, the Civ 2 method of caravanning in food should make it possible to grow cities anywhere, but there should be an overhead for doing so (say 1 coin lost for every 2 food transported.) That way we can have places like Vegas, but not until the 19th century.

        No no, It would become like pitting in a race, the Anarchy is a period of so many turns where you can't really do anything on the social or scientific side, allowing your corrupt enemies to advance in those fields. Anarchy still applies, and does its job.

        But your corruption free period (repersenting how idealistic people are about the new order) would allow you to get back up to speed quicker and eventually they're going to have to "pit" and the chase begins anew.

                Er... that's the same thing. It reduces the cost of switching governments.

                      Not really within the timescale of the game though is it? Perhaps we have been able to do it with the discovery of Navigation and never realised it
