Marketing... it's all marketing, Hera. Civ4 was a successful game, so they will sell Col with the words "Civ4" before it, hoping to sell more copies. I think they hope to get two groups:
1. Fans of Colonization who don't care what words are before or after it (a relatively small group, unfortunately)
2. People who play Civ4 and think it's an expansion.
It's a win-win, as long as 1.) doesn't get scared off by the "Civ4:" before it, which they probably won't (as the serious fans will research it and know better). The main thing is they probably have to put out a demo to make it clear to the real fans that it's still Col at heart (which I'd be shocked if they don't, as they have done demos of most other games).
