After the British intervention in Crete - a pure annexiation - Colonel Marco Helen, who was trying to build a new greek state without the corrupted former government, called to Italian help since his troops were not strong enough to face loyalists and the British invasion force. After consulting the German Fuhrer about the matter Italy sent a division to Athens occupying the town. The Italian government expresses its sincerest regrets about the killed defenders and that it is not willing to annex Greece. Instead Italy proposes a League of Nations Mandate in this unsecure region for all Greece and invites all nations, especially European powers France, Germany and Russia, to form a compromise on this matter, yet the USA are welcome, too.

You misunderstand me. I am not the League of Nations. I alone cannot give mandates. Until a solution is found Athens will be secured by Italian troops.
