Blockade by ally

    i've found that empires can trade "small arms fire" (read: you fried his scout over Tau Ceti III) and not go into insta- war or anything. relations dip a bit but it's not like in MOO2 where it was like "YOU TERD!!!! WE DEMAND VENGEANCE FOR THE SLAUGHTER YOU CAUSED!" (that one guy in the scout) "TO WAR!"
    And this is something I've always wanted.

    Putting this into civ3 would have been a great improvement, and would have virtually eliminated the problem of the AI's wandering settlers.
    By working faithfully eight hours a day, you may get to be a boss and work twelve hours a day.

      Having them comprehend that your border was as important to you as their border is to them would have been the great improvement.

      "Your unarmed explorer is in our territory. Remove him immediately or prepare for WAR! Our fifteen armed trading missions currently sitting on your major roads have nothing to do with this present discussion nor are they exactly the same 15 units we humbly agreed to remove 3 turns ago because you have tanks and we do not!"

          Heh, getting them to agree wasn't the problem, geting them to do it was. Just like certain countries we're dealing with right now. . .

            And you fend off other people's fleets from blockading you buy intercepting them with system ships (or system + local starships) instead of waiting for an attack on your planets.
            This makes way more since than the way it was done in MOO2. Sounds like someone finally thought this out.

              So you can actually attack + destroy enemy units in your territory without going to war? That's great -- as long as its true.

                    I think you'll find that was answered in the first four posts. People with whom you are not at war but have no formal treaty with default to blocade. If you have a formal alliance treaty then they won't.
