    One big problem: I see multiple references to Justices and Judges, but there are no actual judges.

    I would recommend that you have at least one judge. Such an individual could not also hold another office.

      Should we open another thread for this? We had initially worried that having judges would complicate the game and we may not have enough players. It looks like both issues are resolved (?).

        As I recall, the discussion was semi-tabled with the thought that should a majority desire judicial activity, a judge could be elected at that time and then charged with powers and responsibilities.

        IIRC, we felt that with so few citizens, the position was not needed, and not important enough to have at the outset.

        I for one would welcome experienced Demo-players from other games to feel free to weigh in and share the value and need for judges.
        Those with lower expectations face fewer disappointments
