Doesn't matter. MS is in a world of bad PR if they make a game that can't run/runs extremely poorly on the HD-less version.

The people who do not have HD consoles also are not "screwed", since all 360s are capable of HDs and the HDDs are sold separately.

MS is a in another world of bad PR if they suggest this as a solution.

You seemed to have missed the point that they've already put their foot in the door for this. The new Burnout game's multiplayer modes only function if you have a HDD. There was some backlash in the media, but it was very minor and no one seems to care even though the online mode is perhaps the biggest feature in the new Burnout game.

I think you grossly overstate the case for how bad the PR would be, particularly if it provided a benefit for 90% of the users of the game.

I honestly don't see this as being a required functionality, but I'm saying it's an option and it's one MS has edged towards slowly since the 360's launch.

And how is it a big deal -- Guitar Hero seemed to have sold well even though it required a peripheral purchase for all players, not just a tiny percentage of them.
