Well, I don't think they are merging much..

But you do get a free respec when BC comes out. Just like you do after every major talent revision (My paladin has one which I haven't used yet.. I should log into her before BC comes out).

I doubt 60-70 will take the same amount of time as 1-60. My guess would be more like 40-60, though I haven't really been keeping up with the rumours.

They are redoing the Druid talents significantly, so it does make a difference there.

why should they give you more than one respec?

You can buy respecs at any time though, and they start off cheap.

1G->5G->10G->and so on.. but they drop down (to a minimum of 5 G) every month.

You can get them in the major hubs, from (or near) the skill trainer for your class.
