There's not much more to it than making sure that there are plenty of jobs around and that everyone can get to those jobs. Check the unemployment graph and make sure it's at zero at all times (though for some reason it's a lot trickier when you got big cities). Police, fireguards, education and healthcare are essentially luxeries you should only build when you got the money for it. Later on you'll bump up to treshholds. When residential population no longer grows (even though there's little unemployment) building parks and other recreational facilities will raise the treshold. Road, railroad and highways connections as well as seaports and airports will raise the tresholds for industry and commerce.

SC4 is unplayable without that transport mod, IIRC. Even with it, its a incredibly lame system of just setting up as much toll booths\population centers as possible. My first act was always to make a bit of highway, residential, industrial and as many toll booths as possible. instant and unlimited cash which allows for even faster growth than in simcity3k, which for me was spam high density res\ind from the getgo.. I really dislike how these games turn into finding the perfect formula for success, and then abusing it for impossible city growth rates. simcity2000 was much better at allowing you to build without finding some trick to get money, IIRC.
Well that's one way to play but it's not the only one.
I find it perfectely possible to play (and have plentiful cash) without resorting to anyting dodgy. Or at least anything more dodgy than dialing down civic funding to the minimum needed (and since that feature exists, it's surely meant to be used and hard to play without it...).

This is one of the cities from a poly game, I chose an island map and chose to play with restrictions like no dirty industry, no non-clean power (must use wind/solar only), no toll booths.
While it was my plan to use ferries, they turned out to cause hopeless levels of lag on large islands maps...
Despite the lack of ferries, my city prospered.
And I was eventually freed from the tyranny of placing windmills all in the same direction.
One of the fun thing about Poly games, was taking the 1-tile cities and building little colonies.
Like holiday beach. Celebrating my wise city management.
And this close in of another colony, where as an experiment I made a split-level city, the streets are not connected to roads, instead the bus stations are used as "lifts" (the top of tunnels are weird like that).
I like experimenting with strange city layouts. Busses are very critical to making the streets work... (busses don't cause congestion).
And using the NAM, and a feature called "Pedmal" (basically pedestrian roads) it's possible to make industry serviced by railroad alone. I think this looks cool (people can take rail to work and then walk through the pedmall to their workplace).
Note carefully the magnitude of that car graph. It's # of cars. Not thousands of cars, it's the number of cars. Like 8 cars in the entire city. I push the limits of SC4 for downright bizzare cities .
I DO use "NAM" (Network Addon Mod) to preserve sanity but I don't use settings which make the game "easier" (ie the network capacities are left at default), altough I'm not going to argue that fixing the bugs doesn't make the game easier... it does. And you get to keep your hair.
Altough there are a few little addons which are just essential...
So anyway. SC4 can be a lot of fun if you want it to be.
So, basically make sure Industry and homes and a way to get there first
