I like the idea, but not the random part. Make them attack the next player after them on the list with a default (say, LFT-LFT) OoB.

Brewing on the Galactic Rim
Spies working for Senator Cian Pollus have spotted unusual activity in Tatooine, capital of the Galactic Rim. There Reverend Ken Banobi has established the seat of his theocratic administration, and set out to reform that wretched place. However, the spies have spotted another dignitary visiting Tatooine. He arrived in an Imperial cruiser bearing the emblem of the Director of the Imperial Homeland Security Service. There was no mistake; the dignitary could only be General Ordin.
Reverend Banobi greeted his good friend Ordin. Then they went inside Banobi's palace (former Tashi's palace). After about 2 hours, a general alert was sounded and it was certain that the general and the reverend were planning something big. The spy hurried to report to the Senate.

Reverend Banobi does not control the entire Galactic Rim. Part of it is under the influence of Dr. Point, a brilliant but completely mad scientist. He plans to modify his solar power draining unit into a weapon of enormous power and detonate it near the worlds controlled by his enemies.
His assistants warn him that if he did that, he would destroy his enemies all right, but the bases themselves would become uninhabitable for Dr. Point and his followers as well. For now, Dr. Point has not constructed that ultimate weapon of mass destruction, but it is only the question of when, not if.
After a fit of schizophrenia prevented him from naming a target in the last round, Dr. Point is on the move again. We'll see if he will be more successful this time.
