    Yes, although it's quite common to set a standard defensive OOB near the start of the game, and just let that carry over as default (Unless overriden obviously)

          I'd say the attacking fleet does NOT come home and defend ... but it could really go either way.

                If the attack is called off, then the attacking fleet stays home, and suffers the penalty of having no OoB if attacked. Double penalty actually. But such is life, cruel and unfair.

                    But Geomodder built the empire, I just played the last few turns with his empire (after I was eliminated by among others, Skanky ).

                    I was the first to say that it was Geo's win, not mine, people even tried to murray him while he was still playing, as he had the clear advantage .

                      Sparrowhawk was eliminated in round 6 of that game.
                      He then took over Geomodder's empire during round 9.
                      Game ended in round 24.

                      It is still weird awarding the title to someone who was eliminated early, but I suppose he did take the empire from that beginnning to the win. On the other hand, in a very real sense it was Sparrowhawk who won that game. Both player's names will remain as part winner.

                        Sparrow, it's your win. You can't have a winner by proxy here. He relinquished command of his empire and handed over control to you. From that moment on, you were playing instead of him, therefore you won, not he.

                        Also, his empire was in ruins when he turned it to you.
