You can put an A at the end since you know you're going to hit it, but not at the beginning as that would exceed max speed

Yes, the only time you can't put it on the end is if you just think you're going to hit one.
But if you can see it, then at the end is permisable.
Never at the beginning if it will increase you past the max.

And I disagree with the before ruling, I already know that I won't be moving past my max due to the spambomb which I cannot miss, hence I would only be moving 16 spaces which is clearly under my limit. With the A on the end I'll only be moving 15 which is also under the limit. Hence in either case, I am not exceeding my speed limit.
However, that being said, a precedent has been set and I accept it. Just opening up a topic for discourse, and stating my opinion.

You would need to be going above the max to be slowed down to your max when hitting the SB, hence why you can't use the A before.

Actually, I'm with Rah. If you put an A at the beginning of the turn, your speed is 18, until you hit the sandbag, when it's then 17 again. Yes, speed = movement/time, but you moved the first 16 squares in 16 eighteenths of a turn, ie. at a speed of 18. The fact you only ended up moving 17 squares is immaterial to that.
The sandbag reduces your speed by one from the time you hit it. If you haven't yet hit it, then it hasn't yet reduced your speed, so you're speed before you hit it has to be below your maximum, meaning your speed after you hit it, and before you can accellerate again, has to be one below your maximum.
