Druggie picks a good path and only hits 3, so he'll be heading off the track.
If he doesn't use any bags to slow him down, so will Snoop. (unless I'm missing
something)
A reminder, their speed will be the speed they are when they leave the track.
I.E. if their 9th move is the one that sends them the first space off, that will be
their final speed for the turn, even if they had 5 more move orders.
