I've been building a city with no manufacturing or dirty industry. So far, it's my most successful ever. However, it helps to have a neighboring cities to absorb some of the jobs at the beginning before you've establish high tech. I'm the environmental and education mayor. However, not the safety mayor.

Yah but IM is 45% R$$ jobs and 5% R$$$ jobs, which isn't bad, it's actually better than CS$$$ believe it or not.
I just keep the IM parks small enough so that they don't reach a "Critical mass" where the air pollution drives out IHT - the emissions controls ordinace also helps quite a lot.
So as IHT demand increases the IM gets driven out.

As for terrain, yeah, something with lots of mountains and stuff.<Kassiopeia> you don't keep the virgins in your lair at a sodomising distance from your beasts or male prisoners. If you devirginised them yourself, though, that's another story. If they devirginised each other, then, I hope you had that webcam running.
