Well, everyone gets a little competitive in PvP.
PvP is indeed cross-district. The "nationality" of the team is determined by whether the team leader is from EU, US or Korea - normally the rest of the team are the same, having been formed in a EU, US or Korea district.
But last night I was forming teams in the International district and it was very cool and also very busy at all times of the evening. It doesn't matter where you form the team though - you're equally likely to be sent to fight against a team(s) from anywhere. Although that 6-way match where there was one EU team, 1 US team and 4 Korean teams was ugly. At least we could rely on the US team to ally with us.
