Call To Power 2 Cradle 3+ mod in progress: https://apolyton.net/forum/other-games/call-to-power-2/ctp2-creation/9437883-making-cradle-3-fully-compatible-with-the-apolyton-edition
Maneuver- you have no attack value and you take double damage
This look really dangerous and probably won't be used much, as 2x damage hurt more than +50% attack. I don't see it used too much outside of using it as a surprise tactic against homogeneous fleets.
How about have maneuver allow a fleet to "shift" tactics during a fight rather than +attack. For example, a fleet can start out with "back off, bunch up", than after one turn of maneuver it can fight with "close in, normal"
In the last game, there was almost no spy usage whatsoever compared to the other stuff of the same catagory. (shield, attack, whatever)
I think the system needs a overhaul....maybe we can have spies build out of bp as opposed to special command. Or we can have 2 spies build per turn, and 1 spies is required to defend against any number enemy spy per turn, and spies can be used for defense on the turn it is build. (to prevent spy lockdown)
In anycase, spies needs to be made better or be taken out....
couldn't you automate the table with a small program of some sort? The table rocks.
Also, I agree, manuver resulting in double damage taken by you is massive. Especially since it's completely unopposed. Imagine this: 2 laser fleets, both closed in, one manuvers... and gets 8X damage against it.
Atragon: I only know text-based programming- if anyonehere knows how to write a GUI, you're more than welcome to take it on.
On maneuvering: There is a use for maneuvering if you've got an all-laser fleet. Since you'd have a nil slot anyway for one of the first three shots, you might as well maneuver, and deal 12x damage to your opponent in the above situation.

Where does the 12x damage suddenly comes from? And first you need to undergo double damage yourself before your lasers can fire again in the second round.
Also, if lasers receive such a possible advantage, on top of the closing in feature, why don't fighters and torps get their own benefit on top of spreading out and close formation?

Spy use was once quite common, and was percieved as too powerful. So, the anti-spy device was introduced.
Next game, players will only get one of the anti-spy goodie instead of two. Maybe that'll increase spy usefulness.
Or, should the thing be made buildable rather than a freebie?

I think 2 games with the anti-spy device is not enough testing. The first game it was used it showed it's merit, and with all the succesfull newbies in this game spying just didn't came to their attention.

I think it would be trivial to write such a program in Excel - I could try to do such if you could send me a copy of the spreadsheet so I have an idea of what I'm working on. Heck, I might even be able to use some of your graphics, especially if you have them in individual form (ie a gif/jpeg of just a laser, just a torp., etc.)
