How about the opposite, essentially?
M: means takes 1/2 damage (regardless) during that battle (and deals no damage at all), but does 1/2 damage compared to normal when the ship fires again.
IE:
MLL-TFF
vs
TLF-TLF
the 1st T for defender would do 1/2 damage in the first battle, but then later on during the TvsT battle in the second wave, the attacker's T does 1/2 damage itself.
If it is
TLL-FFT
vs
MTL-FFL
then the T does 1/2 damage to the defender in battle 1, but in battle 2 (L vs T) the T of the defender does 1/2 damage compared to the normal 1/2 it would do anyway to a laser, so the T fights at cumulatively 1/4 strength. (The 1/2 vs M is regardless of the weapon)
Still can only do 1 M per battle, both attacker and defender can do it. The M always corresponds to a weapon type, the weapon type it is supplanting - ie, if you only have 1 T in your orders, it's supplanting a T and so it cuts in 1/2 the attack/defense value of your torpedo boats. Essentially it's saying your Torpedo boats are spending one of their attack turns running away and avoiding getting hit, and NOT dealing any damage of their own.
Effect on battle: Would help fleets that are vulnerable to one particular type of weapon by removing one of the two chances they're going to have to be slaughtered by it at 2x. Also would help single-weapon fleets take less damage before the second wave - ie if I have a single weapon L fleet, i'll go MLL-TFF or something and do all my damage while taking much less in the first wave.
