Captured bases can't build as they are damaged bases - the industrial equipment can't even make 5BP worth of production each turn - why would they be well equipped enough to manufacture military shippage? With enough bases, you are soon to build more bases that can build ships though. A 1-turn penalty of no new shipping when you lose most of your empire doesn't seem so harsh.I'm building a wagon! On some other part of the internets, obviously (but not that other site).

Well I'm not getting into realism arguments as they are all completely beside the point.
The bases provide BP but no way to use them to build ships. For balance reasons they provide some BP, but not as much as built bases. Similarly it makes sense for the build limits to be treated this way.
The base limits are quite arbitrary anyway as the ship costs the same BP no matter how many bases you have. Again, their rationale is to provide balance between building/conquering. Such an aim is furthered by having the captured bases count, just not as much as the built bases.
Anyway we can vote on this after the game maybe.

I'm just repeating Jam's rationalisation from when the rule was first made.
From a gameplay point of view I think it is fine as well. If you lose all your built bases, that should come with a heavy price. Hell, I didn't even complain when it happened to me in previous games.I'm building a wagon! On some other part of the internets, obviously (but not that other site).

Cut to the chase. All three overlords sent their entire fleet at Skanky Burns making his prospects for survival very remote. However, Kassiopeia was unable to get out of his system due to a spy from Skanky himself, and Joncha found a spy from DrSpike disrupting his communication grid. So DrSpike getting back his former bases doesn't make them "self built" but they are still captured bases because Skanky had them for a turn?
