Taking a superb game, painting it a different colour, adding bugs so that some games couldn't even be played to completion and then calling it a sequel...
Oh wait, someone already mentioned Civ 3.I'm building a wagon! On some other part of the internets, obviously (but not that other site).

Exactly. As standalone, any Civ game is great because it is, after all, Civ. But Civ2 did miss some things it could do, added the horrible isometric view, so it doesn't IMO compete for a best ever sequel.Solver, WePlayCiv Co-Administrator

Well some are clearly viewing the thread as best game that happens to be a sequel, not sequel that added the most.
What if the first game was crap? Then the sequel could be much better, and qualify under Solver's or UR's definition, even if it wasn't as good overall as a sequel to a great game, like Civ2.
More structure needed.
