you probably can't deflect to a wasted char, of course he could have just said to train a spy or stockpile nukes as default.

Actually, back in NWII, Sandman and I declared it a draw when we both had one city left. So yeah, it is possible, just not common. We bloodthirsty warriors prefer MAD to not MAD.
