We could put a limit on the number of shields you can stockpile at a time... say, 2 or 3. Or we could put a BP cost on shields stockpiled after the first, and maybe the same for spies.
Apart from that, though, I'd be interested to see how a combat system which adjusted fleets at the end of every round would work. It would certainly make the opening shots much more important; at present, it's only worth taking major risks with the first round or two if you can totally destroy the enemy fleet. So long as it has a single hit point left, it can answer with all it's firepower.
Of course, such a system might put a bit too much emphasis on the first few rounds, but I think it's worth a try... and we could always just put an adjustment at the end of the third combat round, if this proved a bit unbalanced.

I used a lot of shields midgame to ensure my buildup. Usually was stockpiling 1-3, and then using 1-2 in a row. Nobody noticed simply because I was never attacked prior to the endgame.
And besides, I was working my way in at the same time...
I'm in favour of counting battle damage after each round of battle, 't makes things more for real. A cap of max. 3 shields/spies in stockpile sounds good to me too. Perhaps better to put a cap back on base building as well, or else a decreased extra BP's for any new base after the 6th on top of the higher BP's needed to exceed 6 bases.
Sth else, the game rules states that there can only be one overlord (see intro of the first thread), thus...

No coop victories allowed, there can only be one winner. We saw the downfall of Geo, now the alliance must figure out the winner. This game will lose something if one person does not end up the winner.
I like it that alliances are risky, with coop victories, they are not as so.We're sorry, the voices in my head are not available at this time. Please try back again soon.

Besides, if was known before this that Skanky would allow co-op victories, alliances would be formed much sooner, and wield a lot more effect from the start of the game.
It is IMO an interesting idea to incorporate in the next one, but was not made clear beforehand in this one.
