Smiley attempted to build a new city, but the only non pink blouse wearing player GT sabotaged the attempt, and sent 2 nukes to add insult to injury. Smiley is thus eliminated. SC built Doc is wicked, and all other players had foul schemes up their sleeve for later.

DC sent 4 nukes to Herc, but he must have been expecting it since his spy was sent to sabotage the attack, nullifying it.
