Well, I'll probably need some input from the (SLIC and coding) experts. I have a feeling that it is tied into the SLICs in some way - as the unSLICed version from a year ago seemed stable. (Immortal Wombat, the creator of the SLICs for this Scenario is offline until March too...)
However, here is something to possibly try. You said that you could not attack the Rider outside Rivendell - which is unusual in and of itself. Those are attackable units, though they do not move. One other thing is that they are supposed to be respawned when killed (this is a SLIC feature) and this may be causing the problem too. The mobile Riders are also respawned, so killing them may cause the same problem.
If you have an earlier turn, could you go into the editor and delete all of the fortified Black Riders that are outside Rivendell - then do a reloadslic before proceeding?
If this does not work, I'll probably have to pull the Scenario until he comes back.
