Is terrorist those, who attacks defenseless civilians or the civilians, trying to escape a life in chains under a brutal Welsh dictator?!

If the civilians are the terrorists, then I have a little info for the commander of an American task-force. A small group of anti-terrorists have just landed on the coast a little north of your troops.
