Yes, The host can just create the game and get it started. But if they want to negotiate non standard settings they should first contact the other player.
The point here is that any player may demand the standard settings. So if the host just starts the game he is effectively just demanding the standard settings.
The host may not start a game with non-standard settings without first negotiating with the other players.
BTW: All players must veto any wonder that they want
vetoed along with or pior to there first move.
I.E. they can decide on the veto after seeing there
position for one turn, but no later.

Yes, same thing for 2x2 as for 1x1.
I would also like to mention again....
The player with orange in a 1x1 game must also host. In these cases an AI player plays blue, and green. The Host's opponent will always be pink.

i suggest anything about the 1x1 matchups goes into the appropriate 2x2 thread (that one where the two 1x1 opponents are playing too) to prevent unnecessary new threads being opened.

Hmmm... I remember something from a tournament I played in many years ago. Send a bunch of diplomats to your opponents shores and let him take them out with slavers. Since this is not a cheat, I assume this type of strategy is ok. However, should we make a quick rule to prohibit this sort of action?
