I reckon an option would be to divide the League into 1st and second tiers based on ability, and arrange the teams into one member each from each tier, either randomly or by choice.

It is for these reasons I am so adamant against arranged teams.
Last year the teams were "even" due to weaker/stronger mixes. With arranged teams this year, any balance from last year will be gone.

How are we ever going to start if we don't close sign ups? We were supposed to have started already.
