I think it would be too complicated if it was possible to stretch a negotiation over many turns. If there are n Civs in a game, you have n² possible negotiations. They all must be saved in RAM. And what makes things worse: Treaties might depend from each other. Ex.: Germany negotiates with both France and Russia for a peace. They both demand the city of Hamburg. What happens now?
