question: when is contact initiated? let's say i see a foreign unit 2 tiles from my base in the fat cross, but on an opposing strip of land? No contact yet i guess? Or maybe yes? After all, i could normally put a worker on that tile...

No contact-- Basically the units must be adjacent to initiate contact.
The quick check is that if you have contact the status with that player goes from being blank to listed as truce status

I was speaking of the initial listing of the players in that tiny comm box. Its the box where in single player, you only see the name of a given opponent once you have contact
In multiplayer, you always see the names of all the human controlled opponents but the question is whether there is a status listed next to a person in that list. If something shows as truce in that list you may have met. IT is acceptable to email someone to ask the particular someone if they know if you have met. The reality is that one of you should have seen the contact
But as I said before, you can see people and not be in contact, if the reason you see them is a sensor for instance.
Oh and the most simple check-- Go into the diplomatic box with any one of the other human players and then pick the option to select tech to trade. If you have met someone, their comm frequency will be listed as something you are able to trade. If you don't see a particular factions comm frequency, then you have NOT met them yet

yup-- no meeting in that instance-- the key is whether it says "truce" or not in the little box-- I think it will always list informal truce in the actual comm box whether or not you have met. That usually only changes if you treaty,pact, vendetta or reach a formal truce. But "informal truce" is the default setting IIRC
I actually had a PBEM once where I could see the AI gaians for about 20 turns before I met them. They were just across a one tile strait but our lands were not joined and it took me that long to get mob and flex
