don't know if it will make a difference to Vista, but I was getting a similar occurrance when I first installed XP on my laptop. For me the solution was not to try and start from the desktop icon (or even the start menu "favorites" icon list), but rather from the start menu, all programs, firaxis games, etc

SMAC/X PBEMs have been trending to more and longer gaps in play. For me it's gotten to the point that I've lost the feel for the game. Maybe I just need a break and I'll be back sometime down the road. I love this game but I just don't like having to re-inventing my strategy so often. Sorry to leave mid game; it's been a pleasure.
BTW, my position is pretty good and any replacement should be very happy with it.
