The cult may indeed fight on...the university can't exactly be bothered expending the forces needed to take those Cult cities with their AAA garrisons, not when they need to attack the Hive heartland dead on.

I should hope that it'll be more than 1/turn soon enough, thanks to the 3 projects rushed this turn.
