Yes, I discussed this with the GM and he confirms this. Even to a low ocean level it remains IIRC.

Now that the Hive-Angel front is stabilizing, does the Planetary Governor calls for 'persuasion' of Atlantean diplomacy towards the Gaians to end this war? Or should the Nautilus Empire be asked to settle for a truce?

Question though. I remember one of the rules being extortion of the AI, mainly the asking for their bases or exchanging bases. if the AI offers you a base as part of a treaty, does that fall under the rule?

§ 16. AI Base Exchange
(1) You are not allowed to trade bases with the AI. That is, trading one of your bases for an AI base.
(2) You may offer bases as gifts ('a token of your gratitude') to the AI.
(3) Extortion of the AI is allowed, i.e. demanding that the AI transfers control of a base to your faction.
The way I understand this point is that one single option is not allowed, namely base for a base trading. Rubin you are the author of this ruleset and we should hear also your oppinion here.
The point I mean is the last choice in the screenie where there are seven choices:
"I shal turn over one of my bases to you"
The reason for this rule is I believe that AI has completely no "brain" in this form of trading. In one of my singleplayer games I checked that - and asked Morgan (AI player) for Morgan Construction - base shown on the screenie, having two 1-3r-1 units in it.
1 - my goodwill.... failed. Morgan did not want to do it. this would be asking for a gift. Is this extortion?
2 - you need but name your price, CEO. It was 3412 EC. With my +185 EC/turn and like 250 EC in banks it was out of question for me.
3 - I shall cancel brotherhood Pact - he laughed at me and for me this falls under term extortion...
4 - research - I had nothing at the moment...
5 - modest sum - around like 3412 or so...
6 - I shall turn over one of my bases, and here this choice is prohibited. Imagine that Morgan gave me that base of size 6 with all these buildings for some small, probably strategically unimportant for him base of size 2 having police scout in it and nothing more but recycling tanks.
So as I understand AI is only stupid in this last point. All other were ok for me, unless research maybe. Would some technology be worth of such a base? (Manifold Nexus included in its radius) some I guess yes, other would not be worth. Unfortunately, I have no good experience here. Rubin, what is your oppinion on this issue.
I checked some other turn, where I could give Morgan 2 techs or maybe even more. He did not want to trade that size 6 and also even some small size 2.
Looks like here the AI is ok.

Out of curiosity I checked what would be the cost of mindprobe operation:
buying from Morgan: 3412 EC
mindprobing it: 2412 EC
strangely exactly buying costs 1000 EC more. I think it is ok. I haven't estimated that, but 3412 EC seems to cover like cost of all facilities when rushed for reasonable price and those two plasma units. more or less.
