If you had moderator elections, then people could elect their moderators based on what the residents of various forums would like. The OT would elect lenient moderators, and maybe Civ4 would elect more strict moderators.
Plus, then the responsibility is squarely with the people, not with you, and thus Winston-like whining would cease.

... And as with any democracy, the people would never be quite happy with those in charge and on the one hand long for the next elections so they can vote for someone better, yet on the other hand not really care because they're all the same anyway.

In light of recent behavior on the Forums, I recommend that the co-owners/mods follow Hammurabi's example and establish a visible and viable Code of Laws/Conduct for standardization's sake.
