Take-Two has made reference to plans combining developers PopTop, the developer of Shattered Union (pictured) and Firaxis, in a cost-saving measure, but there's been no official announcement.
Speaking at a tele-conference yesterday the company's EVP Cindy Buckwalter talked about ways of increasing efficiency. "One example was combining the two studios of PopTop and Firaxis. There's a lot of synergies between the studios that we can take advantage of," she said.
PopTop is best known for PC strategy games like Tropico, Railroad Tycoon 3 and Shattered Union, none of which are wholly at odds with Firaxis, best known for the Civilization series.
However, there has been no official word from Take-Two and no mention of a merger on PopTop's website. The 'About' page reads, "PopTop Software is a proven, successful developer that hasn't lost the small developer feel."
The company is based in St. Louis, while Firaxis is in Maryland. We'll bring you word later today.

So, will this be a merge between SimCity and Civ?
That could be excellent.
Just civ, but with more focus on the city. Not building terrain improvements, but city improvements. Not focussing on cities, but on the improvements in the city.
Best of course would be if it would be possible to combine Civ and CivCity, so you can manage all your civ-cities as in CivCity 8)

It's made by the same people who did Stronghold, and looks to use the same engine even. From the early screenshots anyway.

If I were Sid or Jeff (is he still with Firaxis?), I would stronly object this. You don't have to look further than Tropico to find out why.

Tropico wasn't all that bad. Wasn't a great game, but ok.

Caesar II was a blast, even though half the time it would get buggy towards the end. Caesar III failed in so many ways. Hmmm, kinda reminds me of Civ2 and Civ3.
On that, I'll say that I hate the Civ4 graphics engine, and have yet to hear or read anything to induce me to give it a try.
Well,I don't know what's a graphics engine,but both Civ4 and Caesar3 are great games.The only thing I complained about Caesar3 :it is a finite game,after playing the two carrears there are nothing more left.
