Because you have to account for the inherent advantages of playing at home.I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. For something less than a rupee a day a man can feed himself sumptuously in San Francisco, even though he be a bankrupt. Remember this if ever you are stranded in these parts. ~ Rudyard Kipling, 1891

So who decides that's worth 3 points? Why not 4? 0.5?
Washington beat USC, fair and square. They have the same record. Washington's only loss was to an undefeated team. The Huskies should currently be ahead of USC in the standings, full stop.
In fact, there are currently 10 teams in the AP Top 25 that have one loss. All of those 10 teams lost to a team that is also in the AP Top 25. Seven of them (Virginia Tech, Ohio State, Florida State, BYU, Georgia, Washington, Nebraska) rank behind the team that beat them. Three teams (Oklahoma, USC, Oklahoma State) inexplicably rank ahead of the team that beat them. If this were any other sport, they would properly be behind those teams in standings. But because of preseason polls and reputation and expected results, they are ahead of the teams that beat them, in spite of the actual results on the field. Show me those stats.
So Dan:
Michigan beat ND by 4 at Michigan; thus, Michigan is truly only 1 point better.
ND beat MSU by 3 at ND; thus, they are equal.
Michigan plays MSU at MSU in two weeks; MSU should therefore be favored by 2 points, right?"My nation is the world, and my religion is to do good." --Thomas Paine

Home Field really does equal 3 points. He isn't lying. If a home team is favored by one, the visiting team is seen as stronger.Life is not measured by the number of breaths you take, but by the moments that take your breath away.

Only if Michigan, Michigan State and Notre Dame all performed at exactly their average capability in the first two games you mentioned and all factors other than home field advantage are held constant.KH FOR OWNER!

Ahh, and now we're talking about capability. Shouldn't this all be about performance, not capability?
If this is about capability, why not just crown Florida now and be done with it?"My nation is the world, and my religion is to do good." --Thomas Paine

Because Oklahoma is the most capable team in the country, not Florida?
Anyway, as I said earlier, the polls reflect both objectively-observed performance and subjectively-determined capability. I lean toward the former, but I certainly see the necessity of taking the latter into account in certain situations.KH FOR OWNER!

Injuries happen in football. You wouldn't say the Eagles should've been credited with a win over the Saints just because McNabb was injured."My nation is the world, and my religion is to do good." --Thomas Paine

That's not even the same thing. No one's saying BYU and Washington shouldn't be credited with their wins. What we're saying is that those wins aren't convincing evidence that BYU and Washington are better than the OU and USC teams at full strength.KH FOR OWNER!

But if they finished tied, with identical records, they shouldn't be ranked ahead of the team they had beaten? Ie., they don't get the tiebreaker?

Jesus tap dancing Christ. So even if BYU had gone undefeated, or if Houston goes undefeated, they should still be ranked below their respective 1-loss teams?
Take Washington. They have 10 common opponents with USC; their schedules are nearly identical. If they both win out, or win the same number of games, USC should still be ranked higher, because of expectations or capabilities?
