I've laid out an idea here before for a relegation-system similar to European soccer leagues that would solve the problem, but it's about as likely to happen as your playoff idea.
The "problem" may solve itself, however. The only things keeping Boise State out of the title game is a lack of respect for them among poll voters and a weak schedule that hurts them in the computer rankings. A win like this is going to garner them a lot of respect with poll voters, which should give them a much better shot of reaching a high position in the polls in coming seasons. And a tougher non-conference schedule would help them in the computers. Not exactly an unsolvable issue...KH FOR OWNER!

If they keep winning 10+ games a year and play well against decent non-conference and bowl opponents, they're going to build respect with pollsters. If they get smoked by Georgia again, on the other hand...KH FOR OWNER!
