You are making an assumption that the West is looking to defeat Russia. The West doesn't want either side to lose (defeated Russia is seen as unpredictable, a defeated Ukraine is seen as a militant occupation of Ukraine) . A more likely strategic goal is that enough support is provided to prevent either side making any meaningful gains. If that is the objective, I think the West is achieving its objective very well.
