If you kill a prisoner, that means you steal of his belongings, provided by the state, so you will become a prisoner yourself!

That is a total number for 23 years, including 5 years of WW2, when the laws were strict, as never.
And that is 3 778 234/23 = 164 271 a year!

In comparison:
