Russia has produced some of the best mathematicians and rocket scientist the world has ever known. Germany is not to shabby in that department historically either. The U.S. is such an interesting place though. It gets much of its genius by choice as people want to be here as opposed to anywhere else. That "melting pot" effect is, imho, one of the greatest strengths of the U.S. Hard to argue with the historical intellectual achievements of Russians though.
