The article said the ICC and Ukraine hadn't released the details. From what I read kids were set up in relatively stable situations away from the war. Some parents wanted to get their kids to safety, some are left tracking down their kids. If thats a war crime are you saying these kids should have been left at the school? Azov has been attacking the area since 2014, but Russia controlled it at the time of the article so they had a moral duty to evacuate people if possible. Parents fear Azov more than Russia, if they appear to approve or permit their kids staying in Russia they risk the collaborator label.
