The Crusade of 1197 is instructive as it was lead by Henry IV of the Holy Roman Empire against the Muslims but traveled through Constantinople. There "the Emperor of the Germans was greeted and was welcomed with much honor by the Emperor of the Greeks".

The Bzyantines did declare themselves the Eastern Romans mostly to maintain long gone claims on western Roman lands but were effectively a Greek Empire run by Greeks and dominated by Greeks. There were other ethnic peoples in the empire but everyone knew who was in charge.

As a side note Henry IV was the son of Frederick Barbarosa, probably the greatest Holy Roman Emperor/German Emperor of all time and the only reason his son could go on a lengthy Crusade with his entire army was because his father 1) Lived so damn long. 2) Had done such a good job not just with conquest but also integrating lands into the HRE. 3) Conducted many reforms to centralize the HRE, to under cut his nobles by increasing peasant rights (he kind of had to though after the population losses of the black death) which resulted in a big economic expansion.

Even in the middle ages good governance and good public policies could secure an Empire so that it could continue functioning for years with its leader absent while polices which freed even the peasants to act in their individual self interests expanded the economy.

Are you claiming a 12th century emperor took societal reformation steps only because they were forced upon him by a plague that only arrived in the 14th century?

Well, maybe I got the plague wrong but, yes, there were numerous different outbreaks and, yes, some of them contributed. I will have to look up exact dates. There were dozens.

The headline population figures were growing in the 10th-13th centuries. In fact it was relative population boom as the disease and famines in that period were far more benign than the centuries after the fall of Rome or the steep declines and economic impacts the Black Death and famines wrought in the 14th century.
