Once again - an employee pays a percentage of his salary (regardless of the size of his salary it's still 3,2%) monthly for his medical assurance.
He doesn't give a sh!t (from the point of view of his personal expenses) how many percents of GDP a state spends on healthcare.
For him it's an already paid service!

But not from salaries!
GDP is a summ of all products and servises by a country. That includes an additional values, you call a profits. So basically GDP - salaries = additional values and visa verse - GDP = Salaries + profits (which is equal to the prices of all goods and servises produced).
So, 3.2% of salaries doesn't equal to 3.2% of GDP!
