Insubordination and failing to follow regulations and procedures is not the same as Bias. If he did allow his work to become biased, he wouldn't have announced the discovery of new emails and he'd be at the center a different kind of crapstorm right now. President's lawyer says that agents accused of extreme bias maybe on Mueller team. We are already at a point where anything found in this investigation maybe thrown out.
