I recommend it. And it should be really cheap as it is a rather old game.

(I haven't tried Victoria 2).

I had EU 1 but hated the combat system so much I have not tried any of the later releases.

I played both Victoria games, but they never really clicked with me. It's odd, because I've loved all the EU, HOI and CK games (although the war system in CK2 made me stop playing after a while). If you haven't played an EU since the first one though, I'd strongly recommend giving 3 or 4 a try, although its worth mentioning that their new company policy of releasing masses of paid expansions is a bit annoying.
