Opening their economy up to free trade so they can actually afford to build sewage treatment plants would be one of the infrastructure projects I meantioned to Cockey and which he said was stupid. They also ha e a lot of politically connected unions who get rent seeking laws pased. Brazil needs to lower the costs of basic infrastructure so they can actually get basic things like enough clean drinking water and actually treat sewage before dumping it in rivers and the ocean.

Seriously, google information about water quality in guanabara bay where raw untreated sewage floods into the water and has for decades including a build up of sewage sludge on the bottom. Where bacteria levels are 170 times world health organization standards and where hospitals dump untreated medical waste resulting in numerous super antibiotic resistant diseases are commonly found. Brazil was doing well until its government fell to corruption and confidence was badly shaken. They simply need new leadership and tougher regulations.
This stupid idea that free trade will somehow clean up the environment is the biggest pile of manure. Costa Rica didn't beautify its country through free trade. They set up tough environmental regulation and balanced ecotourism. They are one of the best performing economies in central America.

A job and they are more likely to find one in an open and dynamic economy than in a closed one.

well, to take one problem, why is the baia de guanabara full of sewage? the cleanup has been totally beset by corruption and incompetence, but what of the underlying situation? rio's population has increased tenfold in less than 3 generations, to say nothing of the satellite cities. many people live in slums that lack proper infrastructure, and so people simply direct their waste into the bay. although treatment capacity has been increased, it is not sufficient, and there are many areas that require further urbanisation works. basically, there is decades of work to do.
then you might ask, whence did all these people appear? and thus you get into the land question, the 1964 coup, etc.
