          brazil's major problem with public projects is not an inability to produce quality materials, it is corruption and graft.

              well, very obviously with public projects, the problem is with the public sector. although of course those bidding for contracts are also corrupt.

                      imagine that my company and your company are in negotiations, and i want your company to accept my company's bid, so i bribe you to recommend it even though it may not be the best offer. then imagine 1,001 variations on that theme.

                                Given how inefficient and inept most companies are, I doubt they'd notice.

                                On a wider note, do you consider a supplier buying you a beer a bribe? How about a car? How about a house? Is letting a client's son intern a favour or a bribe, or if you make them a nice cushy job even though they have no qualifications? All to win work?

                                There are so many grey lines on what constitutes corruption I wouldn't like to say what a company would do if it found questionable practices that were leading to sub-optimal results. Depends entirely on the culture of the place in question.
