Certainly the military did turn against the government. I think only some elements of the police were still loyal to the military. The military was always the factor that provided security that Turkey was ruled according to Kemal Ataturks principles (that means, a state close to western examples, instead of a Shariah state). Which also is, why there were several coups in the past decades, with the military replacing too fundamentalist rulers by more modersate ones.
Which is probably why Erdogan took steps to replace the high ranking militaries with his own people.
