      They aren't mutually exclusive. US Special Operations Forces have been working with Afghan Security Forces and the SOF are the Afghan's primary means to get support assets. It's actually how so many countries in general have military partnerships with the US military - to get access to assets. So the Afghans requested the strike, the SOF converted their request to the actual doctrinal way to send to the Air Force. They aren't mutually exclusive, they just left things out.

          The general said that he was not in a position to provide more details about what happened, including who may have failed to follow military guidelines to avert attacks on hospitals.

                      • Doctors without Frontiers has denied that there were any combatants inside the hospital, let alone the ICU.

                        If I were one to credit conspiracy theories, I might think there was a "high value target" in that ICU...

                          Unfortunately the General wasn't able to comment much on the incident since most of the questions were on troop strength in Afghanistan and allowing the Afghans to commit sexual assault. I never said the US was definitely not at fault. There will be investigations from different sides.

                                if they knew it is a protected building and attacked nevertheless then it is clearly a war crime and violation of the geneva conventions
